Procurement and Contracts Officer

Job purpose

The jobholder is responsible for performing procurement and contracts activities with close supervision including the collection of internal needs, benchmarking of suppliers and prices, documents preparation and collection, follow-up, simple contracts development and monitoring, database update, and monitoring and evaluating suppliers/ contractors to satisfy the purchasing needs of CCHI in line with policies and procedures.

Responsibilities

Collect internal purchasing needs according to specifications and determine demand forecasts based on inventory
Keep abreast of the latest names and developments of suppliers, market prices, new products, etc. for recommendation and implementation at CCHI
Identify potential suppliers and service providers based on service, quality, price, technology, and reputation in order to select suitable suppliers
Benchmark prices as required to review similar prices in the market
Assist in supply market analysis to collect input about purchasing schedules and costs
Collect bid documents, organize and prepare for evaluation and decision-making
Negotiate, develop and monitor simple contracts and agreements in line with requirements ensuring alignment with concerned departments and Legal Contracts and adherence to the agreed-upon terms and conditions
Follow-up with departments and Legal Contracts on contract changes
Contact suppliers/ contractors to follow-up on the status of orders and keep the requestors informed
Audit samples of items purchased to ensure alignment to terms of quality and required specifications
Collect and review invoices from suppliers/ contractors ensuring alignment to contract
Update in a continuous basis the suppliers/ contractors’ database for monitoring and reference
Monitor and evaluate the performance of suppliers/ contractors in line with needs and contracts’ terms and conditions
File and archive related documents and records on a continuous basis as per policies and standards for future reference
Education, Certifications

Bachelor’s Degree in Business Administration or a related field
Certified International Procurement Professional (CIPP) or Certified International Purchasing Manager (CIPM) or Certified International Purchasing Consultant (CIPC) or Certified E-Procurement Professional (CEPP) or Project Management Professional in Procurement and Contracting (PMPPC) or Certified Professional Contracts Manager (CPCM) or Certified Supply Chain Analyst (CSCA) or any other equivalent certification is preferable
Basic requirements of oral and written English language (Basic)
Experience

0-3 years of relevant experience
Experience in procurement, tendering, contracts follow-up
Previous experience in insurance sector or healthcare sector or government sector or regulatory bodies is preferable
