Position- Senior Procurement Manager – Dubai.

Tenders & Contracts division.

Salary AED 30,000 +annual benefits.
Dubai based position.

The candidate will be responsible all the operations (primarily in the Corporate Operations) for all the Business Units in accordance provide the best value on a variety of technical and commercial considerations. Carryout a variety of duties related to the preparation, awarding and execution of a variety of contracts for services and materials purchase.

Description:

Issue of Request for Quotations (RFQ), Request for Proposal (RFP) and the subsequent preparation of Quotation Evaluation Forms based on details provided on approved Purchase Requisitions.
Prepares tenders and contracts documentation Includes receiving technical specifications, reviewing and discussing with originator and modifying ‘scope of work’ as necessary.
To use and fully understand the Oracle system for the receipt of Purchase Requisitions, uploading of documents, issue of Purchase Orders and calculation of savings.
Attends Tender opening meetings, takes notes of unclear bids and follows-up with bidder to obtain clarification of bid received. Arranges and coordinates technical evaluation of bids by concerned personnel.
Sourcing suitable Vendors / Outsource and share services that may be required for the Business Units.
Identifying possibilities for approval by Manager and/or Director for including in the portfolio of Purchase Agreements/ Contracts & Tenders.
Liaise closely with Business Units to ensure that the correct services are provided in terms of cost, payment terms, place, quality, specification, date, and quantity and resolve any issues that may arise. Escalation of serious issues to Senior Management and Vendor Relations.
Teamwork and learning from mentors within the Senior Management of Procurement, Contracts, Vendor Relations, and Quality Management Teams.
Managing of Procurement Projects as assigned by Managers and/or Head of Procurement Department which may include being part of a Tender Evaluation Committee (TEC) and compiling the documentation for Tender Reports for Contracts, BPAs and high-value Purchase Orders
Follows up on contracts, including preparing contract renewal reminders, amendments, cancellations, extensions and claims, obtaining management’s approval and keeping current files for all contracts.

Work Experience:

At least 4-5years’ experience in a similar (managerial) role within an established entity in Procurement & Material Management.
Relevant degree in Business, Supply Chain Management or Certification in Materials and Service Management.
Experience handling high value complex procurement agreements preferred.
Experience in expediting beneficial.
Working experience with Oracle or similar major Enterprise Resource Planning (ERP) system.
Firm negotiator with a good knowledge of vendor market.
Highly effective interpersonal skills with excellent oral and written English communication skills.
