Reports to: Safety Regulation Director
ROLES AND RESPONSIBILITIES:
Develop policies and technical regulations for Oman Civil Aviation Authority in collaboration with the technical functions of DGCAR and ensure that these regulations are in compliance with international standards and ICAO’s requirements.
Review existing civil aviation regulation and propose revisions to confirm to ICAO annexes, EASA and other regulatory framework.
Review ICAO Annexes new amendments and incorporate them into regulation and identify the differences to be notified to ICAO.
Advice, support and discuss all matters related to regulations or policies amendments, update or revision with the concerned departments or sections.
Ensure the implementation of the rule making process CAR 11 and follow up on the timely amendments of Oman Civil Aviation Regulation.
Update, monitor and maintain a proper database of ICAO State letters.
Update, monitor and maintain all rulemaking tasks in a proper database.
Participate in the meetings and discussions related to the USOAP CMA Audit and advise on the findings related to Regulations (Critical Element 2).
Monitor and review changes to international safety standards and provide recommendations for amendments and for new policies and regulations.
Manage and participate in the consultation process for amendments and for new policies and regulations, which includes the definition of communication channels with stakeholders, the collection and analysis of comments, development of responses.
Develop guidelines materials and procedural hand books or manuals.
Develop internal safety indicators such as checklists, forms and reports and ensure that all are documented.
Ensure adherence to safety policies and regulations and to identify non conformities.
Ensure proper implementation of the procedures developed for Safety Regulation Department.
Provide administrative support including maintaining all DGCAR regulations, departmental files, records, database and publications needed.
Provide guidance and transfer knowledge to the team within the department.
Undertake other tasks requested by the Director.
EDUCATION AND EXPERIENCE:
Bachelor degree in an aviation discipline or Aviation Engineering, Aviation Law or, Aviation Science or equivalent.
10-7 years’ experience in a civil aviation regulatory body or similar aviation discipline.
knowledge of the USOAP CMA activities.
Management experience with civil Aviation Authority knowledge or other aviation related management
Deep understanding of International Aviation regulatory bodies such ICAO, FAA and EASA.
comprehensive knowledge of safety policies and regulations functions and guidance materials
comprehensive knowledge of Chicago convention.
Excellent Knowledge and understanding of ICAO standards and recommended practices (SARPs)
MUST have Extensive experience in drafting technical civil aviation rules, regulation policies and procedures.
English language proficiency

Ability to explain and interpret regulations and knowledge of relevant technical specialist area
Good understanding of audit principles, Risk management, Quality management (QMS) and Safety
Management (SMS).
