Overview
As part of the Supply Chain transformation, the Supply Chain department are running several RFQS (direct procurement) in order to create our own Price Book. This role provides the opportunity to carry out negotiations, complex bids, strategic sourcing and to manage multiple RFPS / RFQS. This will include supplier management, quarterly price reviews – dependent largely on raw material costs, contract management, continuous improvement of equipment and service and monthly performance reviews. The Procurement Manager will interact with both national and international suppliers and internal stakeholders.
Role Responsibilities
Operational Delivery
Participating in annual budgeting exercise
Providing inputs on cost projections and strategies for optimization
Supporting inputs through information on benchmark Cost & Price Performance
Identifying and implementing cost optimization initiatives in coordination with business functions to align with annual budget targets.
Identifying new suppliers and gathering information for registering them in HTO potential supplier’s database
Implementing supplier’s qualification and due diligence for HTO.
Ensuring a minimum of 3 suppliers are available for all procurement categories.
Managing end-to-end procurement process from need identification to delivery and payment of the business partners.
Ensuring sourcing and procurement of quality goods and services in a timely manner and at competitive prices.
Ensuring integrity and SLA compliance during the supplier selection and contracting process
Monitoring ad evaluating supplier performance.
Providing support to business functions in managing the contract execution and ensuring compliance with contractual SLA and KPI’s
Managing supplier dispute resolutions
Managing supplier satisfaction survey process
Planning procurement strategies and conducting negotiations.
Negotiating agreements to support total business requirements rather than focusing on lowest price options.
Engaging and collaborating with Legal department appropriately for contract database management.
Creating various types of contracts or agreements that can be used to accomplish HTO’s commercial and technical goals.
Developing standard form contracts for local contracts
Providing high level support to other functions in the SCM organization such as Warehouse and logistics, and facilities management
Representing the department in cross functional projects and Management Review Meetings as and when required
Developing savings plan and managing project execution across the department
Delivering savings against commitments in procurement plans
Understanding and managing cost drivers
Ensuring proper recording of cost savings and cost avoidance
Providing high level support to internal stakeholders on procurement matters
Undertaking assignments assigned by supervisor.

Requirements for the Role
To succeed in the role, you will be/will have:
A minimum of undergraduate degree in Procurement, Business Administration, Engineering or Supply Chain management.
At least 7+ years working in the same role in a reputable Company, 2-3 of which should be in managerial level.
Large exposure to direct procurement.
Strong understanding of a tower business
Experience working in a large organization/public listed organization
Fluency in Arabic and English
Willingness to travel due to business needs
