JOB PURPOSE / OBJECTIVE
Drive all aspects of Q-Chem talent identification, leadership development, corporate learning, training and development, competency programs and related initiatives as deemed necessary to achieve Q-CHEM strategic objectives.
KEY ACCOUNTABILITIES
Strategy Formulation & Implementation:
Develop the L&D strategy and plan in line with the departmental and organizational strategies and business needs.
Ensure that the L&D objectives are effectively communicated across the organization and a line of sight is created between individual jobholders mainly enrolled in the succession management or leadership development programs and the unit/departmental strategy.
People Management:
Manage the effective achievement of the team objectives through the leadership of the unit – setting individual objectives, recruiting qualified staff, managing performance, developing and motivating staff and providing formal and informal feedback and appraisal – in order to maximize subordinate and unit performance.
Maintain Q-Chem vision, values and ethics with regards to the team’s interaction, communication and behaviors.
Provide guidance and direction to the talent management team during the performance management process
Coach the team, as necessary, for improved performance.
Policies & Procedures:
Recommend improvements to departmental policy and direct the implementation of procedures and controls covering all areas of talent management so that all relevant procedural/legislative requirements are fulfilled while delivering a quality, cost-effective service.
Ensure Q-CHEM business standards, policies and procedures are followed by the team.
Budgets & Plans:
· Prepare and recommend the talent management budget and monitor financial performance versus the budget so that the business is aware of anticipated costs/revenues and areas of unsatisfactory performance are identified, rectified promptly and potential performance improvement opportunities are capitalized upon.
Planning:
Oversee the preparation of a consolidated gap analysis reports along with mitigation plans in order to bridge identified gaps and ensure that initiatives related to Succession Management, Coaching Culture and Leadership Development are well planned and closely monitored.
Oversee the performing of training needs analysis in order to define individual, team and organizational needs that impact the performance of Q-CHEM
Establish a coherent and aligned Corporate Training strategy that complements the strategic intent and maximizes resources to gain maximum ROI.
Review the company’s business risks from a succession management, coaching culture and leadership development perspectives and define solutions to mitigate the identified risks and ensure business continuity.
Learning and Development Implementation:
Ensure effective implementation of all strategic corporate learning initiatives mainly pertaining to succession management and leadership development.
Ensure that capability readiness templates, nominations, readiness assessments, gap analysis, developmental plans, and talent reviews are executed as planned in order to ensure that a strong talent pool is built and developed.
Ensure the design, development and delivery of Q-Chem competency framework in accordance with corporate objectives and in alignment with other HC tools.
Ensure the design, development and delivery of Q-Chem leadership pipeline in accordance with corporate objectives.
Ensure that the establishment of a coaching and mentoring culture at Q-Chem is being executed as per the established plans, monitor deviations and take mitigation actions.
Ensure appropriate psychometric assessments are in place to support the Leadership Pipeline, Succession Management and any selection processes established.
Establish synergy between HC teams and ensure that at all times, that activities are conducted in a streamlined manner.
Learning and Development Automation:
Establish an integrated Learning and Development information system in order to ensure that processes are executed in an efficient manner.
Ensure the IMS system is maintained and all documents are secured in order to ensure a high level of confidentiality and instil trust in the programs.
Ensure the security and access arrangements are appropriate for all documentation to be compiled, stored, retrieved and or amended as necessary.
Consultancy & Projects directions:
Provide internal consultancy to managers, heads and executive team on Learning and Development matters in order to ensure alignment across Q-CHEM.
Provide external coordination and collaboration to partners and providers on all aspects of Q-Chem talent management initiatives to ensure targets are met with regard to costs and budgets, as well as schedules and timeframes.
Liaise and co-ordinate with partners, affiliates and educational bodies and institutions, both regionally and internationally in order to build profitable relationships that helps Q-CHEM achieve its targets in a cost effective manner and yielding an optimal ROI.
Operational Learning Framework:
Establish and communicate the operational learning framework in order to ensure clarity around operational learning objectives and how it fits within the broader organizational objectives.
Evaluate leading practices and along with the Qatarization Team, assess whether these practices can be implemented to design Q-CHEM operational learning framework.
Ensure Q-CHEM operational learning approach is flexible enough to respond to new initiatives and changes in business practices and objectives.
Oversee the establishment of a competence-based framework to clearly define operational competence.
Ensure the operational model’s elements are directly and clearly aligned with Q-CHEM vision and values and focus on operational excellence, capability, stability and sustainability.
General Responsibilities – Continuous Improvement:
Identify opportunities for continuous improvement of processes and practices taking into account ‘international leading practice, to improve specifically Q-Chem learning and development processes, cost reduction and productivity improvement.
Implement leading practice techniques and tools in the area of workplace learning and assessment to optimize efficiency and improve levels of service to internal and external stakeholders.
Oversee the contribution of the learning and development team to Q-Chem newsletter, magazine and periodicals with articles and papers that communicate, stimulate interest and activity with regards to the function.
Reporting
Supervise the preparation of timely and accurate departmental MIS statements and reports pertaining to learning and development to meet Q-CHEM and department requirements, policies and standards.
Prepares periodical reports to management on learning and development initiatives and effectiveness.
Oversee the preparation of contributions for the Q-CHEM weekly/monthly/quarterly management briefs, and Board reports.
Policies, Systems, Processes and Procedures
Contributes to the identification of opportunities for the continuous improvement of departmental systems, policies, processes and practices taking into account ‘international leading practices’ in order to improve productivity and operational efficiency.
Provides critical input to support the development of Section’s systems, policies, processes, and procedures in order to meet business requirements.
Ensures team members comply with all Section’s policies, processes, standard operating procedures and instructions so that work is carried out in a controlled and consistent manner.
Quality, Health, Security, Safety and Environment
· Ensure compliance with regulatory requirements and relevant quality, health, safety, security and environmental procedures and controls across the Section to guarantee employee safety and delivery of high quality products/services.
QUALIFICATIONS & EXPERIENCE
Education
Required : Bachelor’s Degree in HR Management, Business Administration or similar discipline.
Preferred : Master’s Degree in HR Management, Business Administration or similar discipline.
Experience
Required : Total of 7-10 years of experience , of which 4 years in similar role.
Preferred : Experience in O&G Industry
