We are seeking an experienced Engineering Design Manager for our office in Al Khobar, Saudi Arabia. The role involves overseeing and coordinating engineering design and drafting activities for an assigned area of a facility. The successful candidate will ensure timely production of engineering deliverables, establish detailed plans, and provide interdisciplinary coordination as required. The Engineering Design Manager will report progress, identify constraints, and communicate project expectations to management. This is a staff position with attractive benefits and compensation.

Requirements:
1. A total of 20 years’ experience with 10-15 years of offshore experience.
2. Bachelor’s degree in Engineering is required.
3. Master’s degree in Engineering or an MBA is a plus.
Responsibilities:
Function:
1. Serve as the project focal point for engineering design and drafting activities in the assigned area of the facility.
2. Coordinate interdisciplinary activities related to engineering and design for the assigned area.
Operations and Activities:
3. Ensure timely production of engineering deliverables for the assigned area.
4. Clarify and expand work scope definition as it pertains to the assigned area of engineering design and equipment procurement.
5. Establish detailed plans within project parameters for the assigned area of engineering design.
6. Report accurate progress of engineering activities for the assigned area and identify constraints requiring action.
7. Communicate project expectations to ensure they are met.
8. Review work performed by engineering disciplines in the assigned area to ensure compliance with project requirements.
9. Demonstrate and promote good management principles and behavior to engineering disciplines.
10. Encourage and present ideas that improve the project’s cost/risk position to engineering management.
Organization:
11. Ensure the engineering disciplines have sufficient qualified staff to support the design requirements of the assigned area.
12. Provide recommendations for organizational enhancements to streamline design execution.
Personnel:
13. Assess the capabilities of engineers in the assigned area of engineering design.
14. Provide necessary information and training to assigned area engineering personnel.
15. Provide feedback on the performance of assigned area engineering personnel.
16. Approve time charges and overtime requirements for engineering design personnel in the assigned area.
17. Determine the need to retain or release personnel as design work is completed.
Schedule and Budget:
18. Review progress and productivity of engineering groups as they relate to the assigned area’s design plan.
19. Approve discipline time sheets for work related to the assigned area.
20. Provide projections to engineering management regarding overruns or underruns based on productivity and work scope variations.
21. Review and approve technical recommendations for procurement of project materials related to the assigned area, ensuring multi-discipline input satisfaction.
