The Surveillance Advisor will be included in the project’s core team and work closely with the Technical Director to contribute to the design, implementation, and monitoring of the project’s surveillance approaches. The Surveillance Advisor will also work in close collaboration with project’s Country GHS Project Leads and other country-based technical, program and finance staff to provide overall technical and programmatic oversight of indicator-based, community, and event-based and other related surveillance activities. The Surveillance Advisor will be based either in Baltimore or one of Jhpiego’s country-based offices and international travel will be required.

This position is contingent upon award and annual funding from USAID.

Responsibilities

Design and oversee the project’s global and country-level surveillance strategies and implementation approaches, including but not limited to: integrated disease surveillance and response (IDSR) strengthening, event-based/community-based surveillance; border health/points of entry, and surveillance system strengthening.
Provide technical leadership and oversight for the implementation of quality surveillance activities across implementation and technical assistance countries
Provide technical assistance to government and local partner staff to assess and strengthen national and/or regional surveillance systems, tools, and workflows
Build capacity of country-level surveillance staff, including ensuring technical soundness of evaluations conducted under the project
Coordinate inter-country technical excellence, coordination and collaboration in evolving surveillance methodologies and best practices
Design and implement strategic vision for integration of surveillance modalities to analyze, report, and visualize time-sensitive data in support of governments and other key stakeholders to prepare for and respond to outbreaks
Synthesize learnings for internal program improvement and best practices, and facilitate the dissemination of lessons learned in GHS/surveillance to both internal and external audiences, including production, submission, and/or presentations, coordinating with other projects within the organization, write success stories, etc.

Required Qualifications

Advanced degree in epidemiology, nursing, medicine or other health science – Master’s or higher
At least five years’ related experience at national, regional or international level in public health surveillance, outbreak investigation and response
Knowledge and expertise in IDSR
Experience collaborating with government leadership and coordinating other multi-sectoral working groups and implementing partners, non-governmental/civil society organizations and multilateral funding agencies
Coaching and mentoring experience with capacity strengthening of key government personnel and partners
Proficiency in analysis, interpretation and visualization of data
Demonstrated skills in training, transfer of skills and development of competencies
Proven ability to multitask across various planning and implementation processes within a demanding environment
Strong organizational skills and a team player
Excellent written and oral communication skills
Versed in statistical analysis using R, Python, Epi Info, SAS, SPSS or similar
Experience with full suite of Office 365
Ability to travel up to 40%
Fluent in written and spoken English and French

Preferred Qualifications

Previous experience working on USAID-funded projects
Preferred at least seven years’ related experience at national, regional or international level in public health surveillance, outbreak investigation and response
Experience working in humanitarian settings
Experience in development of protocols and implementation of public health evaluations
Field Epidemiology Training Program experience
Working knowledge of Portuguese
