Head of Labor Enforcement Jobs in Saudi Arabia

Duties & Responsibilities:

· Define the structure of the labor enforcement and inspection services to the level of defining protocols, workflows, and checklists according to which labor inspections (labor rights, workers’ compensation, and OSH) will be carried out – in this effort collaborate with stakeholders.

· Collaborate with legal teams to formalize labor inspection service and rules of an administrative organization

· Develop and submit to the Director or LED for approval the structure, the staff list, and the split of powers between the Authority and enforcement arm (concessionaire) with regards to quality assurance of the enforcement arm

· Set up operating model for working with selected third-party private providers that will carry out labor inspection quality assurance on the behalf of client Authority

· Within the framework of the Laws submit to the Director of LED for approval of remuneration scheme for third-party companies carrying out labor inspection quality assurance of enforcement arm (concessionaire) on the behalf of client Authority

· Define rules for segmentation of violations based on severity and define rules for reviewing severe violations and acting on consequences (e.g., deciding on penalties)

· Define and review KPIs for the enforcement arm (concessionaire)

· Define dispute resolution via mediation

· Review inspection reports regularly

· Approve curricula developed by the concessionaire for training inspectors and OSH professionals

· Collaborate with external experts on the topics above as needed (e.g., legal firms, ILO experts etc.)

Qualification & Requirements:

· Degree in Law, Social Sciences, Public Policy, or related field.

· 7 years of experience in the labor enforcement area (as a labor inspector or policy maker or as a labor enforcement expert in international authorities) for the public sector

· 4 years of experience in senior management positions

· Experience in managing or working with external providers that prepare companies for labor inspection or audit them is a plus

· Deep understanding of labor enforcement mechanisms, incl. labor laws, and regulations, best practices in labor enforcement organization

· Proven ability to effectively delegate to and cooperate with a range of teams, providers, and stakeholders across functional areas

· Excellent judgment and problem-solving

· Proven leader with the ability to inspire others, build strong relationships, and create a true followership

· Distinctive communications skills, incl. strong negotiation skills, both written and oral

· Proven ability to interpret data and KPIs to develop insights on performance

· Excellent communication skills in English
