Digital Governance Officer 1
Job purpose
The jobholder is responsible for performing Digital Governance activities with minimal supervision including procurement for digital projects and developing and reviewing contracts, assessing modification requests, and evaluating claim notices ensuring adherence to policies and guidelines.
Responsibilities
Collect procurement needs for digital projects
Compare prices when necessary to benchmark similar prices in the market
Assist in the preparation of requests for proposals (RFPs) or requests for quotations (RFQs) in accordance with requirements and conditions and in coordination with stakeholders
Respond to the questions of bidders in a timely manner
Assist in the evaluation of technical and financial proposals received from bidders in coordination with technical experts
Prepare purchase orders within approved limits according to the procurement plan
Implement purchasing activities for digital projects in coordination with CCHI Procurement and vendors ensuring prices are within market range
Assist in validating purchased against delivered purchases
Establish a solid understanding of each digital project contract and its requirements, updated progress and performance, financial status of the contracts, etc. to ensure compliance to contractual terms and conditions
Assist in drafting contracts with contractual and/or commercial implications to consultants, contractors, vendors in coordination with Legal Contracts
Review contractual and legal compliance of documentation provided by the consultants/ contractors/ vendors in coordination with Legal Contracts
Ensure that all parties fulfill all contractual obligations of NPHIES
Provide contractual guidance and assistance to teams in the implementation of contractual activities with respect to project specifications, contract scope, terms of reference and standard conditions of contracts
Review variation order requests and discuss the reasons of change, benefits for the project, and the contractual requirement / constraint with concerned stakeholders and Legal Contracts
Amend approved modifications on contracts in coordination with relevant stakeholders
Log all changes that occur during the project in the variations register for tracking purposes
Analyze the legitimacy of received claim based on contractual terms and conditions
Assist in vendor performance evaluation against contracts to ensure adherence to agreed-upon terms and conditions
Education, Certifications
Bachelor’s Degree in Business Administration or a related field
Information Technology Infrastructure Library certification (ITIL) or Control Objectives for Information and Related Technologies (COBIT) or any other equivalent certification is preferable
English language level: Intermediate
Experience
3+ years of relevant experience
Experience in procurement, contracts
Previous experience in healthcare sector or government sector or regulatory bodies is preferable
