Job purpose

The job holder is responsible for overseeing enforcement department including reviewing inspection reports for concerned external stakeholders, coordinating with committee to take the proper enforcement action and ensuring its implementation with concerned stakeholder to promote CHI regulations enforcement on health insurance sector.

Responsibilities

Keep updated of latest national and international practices conducted by leading regulators to identify and enforce disciplinary / corrective actions and financial penalties to concerned stakeholders
Develop standardized methodology, procedures and guidelines to identify and implement enforcement actions in line with best practices and legal policies
Receive and review set regulations from enablement department including policies and penalties, disciplinary and corrective actions for non-compliant cases and inquire for additional information if needed
Receive and review inspection report from enablement and supervision executive department and inquire for additional information if needed
Identify violations and breaches highlighted in inspection report for providers, insurers and employers
Recommend disciplinary actions/ penalties to be taken against non-compliant insurers, providers, and employers in line with set regulations received from Enablement department
Coordinate with committee and present non-compliant case and its respective enforcement action and obtain final decision to be communicated with respective stakeholder
Provide advice and support to facilitate the implementation of enforcement action with respective external stakeholders (providers, insurers, employers)
Supervise the collection of financial penalties in coordination with financial affairs
Coordinate with Sector Performance & Compliance department to provide them with the required data and information to track sector’s performance
Evaluate current enforcement practices and identify gaps and work on solving them to ensure continuous improvement

Education, Certifications

Bachelor’s Degree in Law or a related field
Proficient in oral and written English language
 Experience

9+ years of relevant experience with at least 3 years of experience in a managerial role
Experience in regulatory bodies laws, civil law, commercial law
Previous experience in enforcement management in government sector or regulatory bodies
